Tunisia: settembre 2010, febbraio, marzo, aprile, maggio 2011, settembre, novembre 2012. Tunisia: febbraio 2013. Le prime date sono quelle delle partenze dei nostri figli, l’ultima, febbraio 2013, è quella in cui scriviamo questo appello.
Siamo madri e famiglie tunisine che da anni ormai continuano a chiedere verità. L’abbiamo fatto in vari modi, con le nostre manifestazioni e sit-in, rivolgendoci ai nostri governi e istituzioni, chiedendo all’Italia, pretendendo dalle autorità dei due paesi lo scambio delle impronte digitali, ma per ora abbiamo ottenuto solo risposte vaghe, impegni formali e nessuna chiarezza rispetto allo scambio avvenuto.
I nostri figli sono partiti per l’Italia e l’Europa subito prima o dopo la nostra rivoluzione, e l’hanno fatto nell’unico modo previsto per loro dalle politiche europee: attraversando il Mediterraneo su piccole imbarcazioni, dal momento che le politiche europee non prevedono che dalla Tunisia si possa prendere un aereo o una nave di linea con la stessa libertà con cui possono farlo i cittadini europei che vengono nel nostro paese.
Di molti di loro non abbiamo più alcuna notizia, altri sono morti in uno dei tanti naufragi del Mediterraneo.
Sono, dunque, figli “dispersi”, sia quelli morti di cui non ci sono stati restituiti i corpi, sia quelli di cui non abbiamo più notizie, per quanto alcune madri e famiglie riconoscano le loro immagini nei reportage televisivi italiani e francesi.
Siamo madri, padri, sorelle e fratelli. Nello stesso modo in cui lo si è in Europa. Ma per centinaia di giovani dispersi solo 6 di noi sono riusciti ad ottenere il visto per l’Italia per cercare di andare a capire che cosa fosse successo. Per le politiche europee, dunque, il nostro affetto e il nostro dolore non hanno lo stesso valore degli affetti che, in un caso simile, verrebbero riconosciuti ai familiari di giovani europei.
Vogliamo che non sia così. Per questo, chiediamo ora all’Unione europea di rendere conto sino in fondo di quanto è successo. Nemmeno noi conosciamo il numero esatto di quanti siano i “dispersi”, ma sono tanti, centinaia, per la sola Tunisia, senza contare i dispersi e i morti che in tutti questi anni hanno trasformato un così breve tratto di mare in un cimitero marino.
Per il nostro dolore, ma soprattutto per i nostri figli “dispersi” vogliamo che sia fatto tutto il possibile per rispondere alle nostre domande. In tutti questi mesi abbiamo raccolto informazioni e sappiamo: quando sono partiti, da quali luoghi, verso dove, con quali imbarcazioni, il numero di persone per ogni imbarcazione, da quali numeri di telefono ci hanno telefonato durante il loro viaggio, l’ora delle telefonate, la compagnia telefonica da cui chiamavano, abbiamo i video dei telegiornali italiani e francesi in cui alcune famiglie riconoscono i loro figli, in un caso l’articolo di un giornale italiano che dà notizia dell’arrivo di una delle imbarcazioni e per alcuni naufragi accertati possiamo indicare i luoghi in cui sono avvenuti.
Questo è il nostro sapere. Ma sappiamo anche che quel tratto di mare è continuamente osservato dagli innumerevoli mezzi tecnologici che l’Unione europea con i suoi stati membri e la sua agenzia Frontex dispiega tra le due sponde del Mediterraneo per il controllo delle migrazioni. Radar, satelliti, motovedette, aerei, elicotteri, e, dopo l’arrivo, impronte digitali. Sappiamo che tutte queste informazioni vengono archiviate. Sappiamo che oltre ai mezzi dell’Unione europea ci sono anche quelli della Nato.
Chiediamo dunque all’Unione europea la formazione di una commissione per metterci a disposizione i suoi saperi, con la partecipazione dei governi italiano e tunisino in quanto stati coinvolti. Chiediamo che alla commissione partecipi un rappresentante delle famiglie per ogni imbarcazione, con il visto per poter prender parte alle riunioni della Commissione. Chiediamo inoltre la partecipazione: dei tecnici europei, italiani e tunisini impegnati nelle politiche di controllo delle migrazioni, dei nostri avvocati italiani e tunisini e, di volta in volta, sui singoli punti, dei tecnici ed esperti che possano aiutarci nel lavoro di ricerca e che saremo noi a indicare, delle persone che ci hanno aiutato nella costruzione del nostro dossier.
Vogliamo sapere e chiediamo:
1) la localizzazione delle imbarcazioni al momento delle telefonate pervenute durante il viaggio e tutte le informazioni raccolte dai mezzi tecnologici di controllo nei giorni interessati
2) il controllo nominale da parte dei nostri tecnici dello scambio di informazioni dattiloscopiche già avvenuto tra le autorità tunisine e italiane e l’approfondimento della ricerca in questo senso sui database europei
3) il confronto tecnico dei video in cui i genitori riconoscono i propri figli con le fotografie degli stessi e la messa a disposizione delle immagini di archivio precedenti e successive a quelle apparse nei reportage televisivi
4) il recupero dei corpi delle persone morte durante i naufragi e il recupero dei relitti
Chiediamo a tutte/i coloro che ci hanno appoggiato e a tutte/i coloro che vogliono farlo di impegnarsi a sostenere la nostra richiesta

| نطالب بما تعرفونه: نداء امّهات و عائلات المهاجرين التونسيين المفقودين | |
| تونس: سبتمبر 2010، فيفري، مارس، أفريل، ماي 2011، سبتمبر، نوفمبر 2012. تونس: فيفري 2013. التواريخ الأولى سافر فيها أولادنا، أما الأخير، وهو فيفري 2013، نكتب فيه نداءنا هذا. إننا أمهات وعائلات تونسية نطالب بالحقيقة منذ سنوات. طلبناها بطرق مختلفة: عن طريق الإعتصامات والمسيرات، وبتوجهنا لحكوماتنا ومؤسساتنا بالإضافة إلى السلطات الإيطالية وطالبنا من البلدين أن تقوما بتبادل البصمات، غير أننا، وإلى حد الآن لم نر غير أجوبة غامضة، وعود شكلية، ولا وضوح فيما يخص إتمام التبادل. سافر أبناؤنا إلى إيطاليا أو إلى غيرها من دول أوروبا قبل الثورة و إثرها بقليل، وقاموا بالسفر بالطريقة الوحيدة المتاحة نظرا للسياسات الأوروبية المنتهجة و ذلك بعبور البحر الأبيض المتوسط بقوارب صغيرة، لأن هذه السياسات لا تسمح بركوب طائرة أو سفينة عادية من تونس كما هو مسموح به للمواطنين الأوروبيين الذين يسافرون إلى بلدنا. لم يبلغنا خبر عن العديد منهم، في حين لقى آخرون حتفهم خلال غرق القوارب في البحر الأبيض المتوسط. فهم إذن إما أولاد “مفقودون”، أو متوفون لم نر جثثهم، أو أولئك الذين لم يعد لنا خبر عنهم، مع أنّ بعض الأمهات والعائلات تعرفت على صور أبنائها في التغطيات التلفزيونية الفرنسية والإيطالية. إننا آباء وأمهات ، إخوة وآخوات، كما هو الحال في أروبا. غير أن 6 من مئات العائلات فقط نجحوا في الحصول على تأشيرة إلى إيطاليا قصد الذهاب و محاولة فهم ما جرى على عين المكان . فحسب السياسات الأروبية إذن، فإن عطفنا وألمنا ليس بنفس القيمة التي تعطى لعائلات شباب أروبيين في حالات مماثلة. لا نريد أن تجري الأمور بهذه الشاكلة، لذلك نطلب من الإتحاد الأروبي توضيحا عميقا عما حدث. نحن أيضا نجهل عدد ال”مفقودين” لكنهم كثيرون، مئات في تونس فقط، بغض النظر عن المفقودين والمتوفيين الذين حوّلوا البحر الأبيض المتوسط إلى مقبرة بحرية خلال السنوات الأخيرة. إعتبارا لألمنا، وخاصة من أجل أولادنا ال”مفقودين”، نريد بذل كل جهد ممكن للحصول على أجوبة. خلال الشهور الأخيرة استفسرنا فعلمنا: متى سافروا، من أين، إلى أين، بأي مركب، عدد الأشخاص في كل القوارب، أرقام هاتفية اتصلوا منها خلال سفرهم، ساعة المكالمات، الشركة الهاتفية التي اتصلوا بها، وعندنا الفيديوات الفرنسية والإيطالية التي تعرف فيها بعض العائلات إلى أبنائهم، إضافة إلى مقال صادر بإحدى الصحف الإيطالية يفيد بوصول مركب من المراكب، كما نعلم أماكن حدوث بعض حالات غرق مؤكدة. هذا ما توصلنا إليه. غير أنّنا نعلم أيضا أنّ ذلك الممرّ البحري تراقبه وسائل تكنولوجية لا تحصى، يملكها الإتحاد الأروبي، وعلى وجه التحديد وكالته “فرونتيكس”، وهي وسائل تكنولوجية منتشرة بين الضفّتين من أجل مراقبة الهجرة. رادارات، أقمار صناعية، دوريات بحرية، طائرات، هليكوبترات، وبصمات إثر الوصول. و أن جميع هذه المعلومات مخزّنة. وعلاوة عن وسائل الإتحاد الأروبي، هناك أيضا وسائل الناتو. وعليه فإننا نطلب من الإتحاد الأروبي تشكيل لجنة تعرض لنا معلوماتها، بمشاركة كل من الحكومة الإيطالية والتونسية بصفتهما مورّتطان. ونطالب أن يكون في اللجنة ممثل عن العائلات، و ممثل واحد لكلّ مركب،يتمتع بتأشيرة سفر تسمح له بالسفر لحضور مداولات اللجنة. ونطالب أيضا بمشاركة تقنيين أروبيين، إيطاليين و تونسين يعملون في سياسات مراقبة الهجرة، ومشاركة محاميين، إيطاليين وتونسين، ومشاركة تقنيين وخبراء في مواضيع مختلفة في الإجتماعات،كانوا قد ساعدونا في البحث و تكوين ملفّنا. نريد أن نعرف و نطالب: 1: موقع المراكب وقت المكالمات الهاتفية التي تمت خلال السفر، وجميع الأخبار التي جمعتها الوسائل التكنولوجية للمراقبة في أيام السفر. 2: المراقبة الاسمية لتبادل البصمات الذي قد تمّ بين السلطات التونسية والسلطات الإيطالية من طرف تقنيينا، وأيضا توسيع هذا البحث في قاعدة البيانات الأروبيّة. 3: المقارنة التقنية للفيديوات التي تعرفت فيها العائلات على أبنائها و صورهم، وتوفّر الصور المخزّنة قبل وبعد الصور التي وردت في التقارير التلفزية. 4: إيجاد جثث المتوفيين في حالات غرق وإيجاد حطام سفنهمونطلب من كل الذين دعمنا /دعمونا ومن كل الذين يردن/يريدون أن يدعمنا/يدعمونا أن يساندوا طلبنا
We demand your knowledges. A petition by the mothers and the families of missing Tunisian migrants Tunisia: September 2010; February, March, and April 2011; September and November 2012. Tunisia: February 2013. Our sons and daughters left Tunisia on the above first four dates; in February 2013, we are writing this petition to you. We are Tunisian mothers and families who have been asking for the truth for years. We have been doing it in several different ways, with marches and sit-ins, reaching out to our institutions and governments, asking for it from Italy, demanding a fingerprint exchange between Italian and Tunisian authorities to trace our sons and daughters. However, so far we only have gotten vague answers, formalistic commitments, and no clarity on whether the fingerprint exchange has indeed been performed. Our sons and daughters have left for Italy and Europe right before or right after our revolution. They left crossing the Mediterranean in the only way allowed to them, namely on small boats, as European policies prevent Tunisians to take a plane or a liner boat with the same freedom allowed to European citizens when they come to our country. We have heard no news from many of them; others have died in one of the many shipwrecks in the Mediterranean. They are therefore “missing” sons and daughters: the ones who died and whose bodies have not been given back to us, as well as the ones we have not heard from, even if some mothers and families have recognized their images in some Italian and French news reports. We are mothers, fathers, sisters and brothers. And we are mothers, fathers, sisters and brothers in the same way that one is such in Europe. But only 6 of us obtained a visa to go to Italy to try to understand what happened to hundreds of missing young people. For European policies, our love and our pain do not have the same value that would be granted to family members of European young people in a similar situation. We don’t want this to be. This is why we ask the European Union to thoroughly account for what happened. We do not know the exact number of “missing” people, but we know there are a lot, hundreds from Tunisia only, and the number is much higher when one considers all the people who have died at sea in these past years, turning this short stretch of sea in a maritime cemetery. For our pain, and even more so for our “missing” sons and daughters, we want everything that is possible to be done to answer our questions. During these months we have gathered information and so now we know: when they left, from where, where they were directed, on which boats, how many people were in each boat, the phone numbers they called us from during their trip, the time of their phone calls, the phone company; we also have the news videos where some families recognized their sons and daughters, we have the article of an Italian newspaper talking about the arrival of one of the boats, and we know the precise location of some of the verified shipwrecks. This is our knowledge. But we also know that that stretch of sea is constantly monitored by the numerous surveillance technology means deployed by the European Union, its member state and its agency Frontex across the two Mediterranean shores in order to control migrations. They consist of radars, satellite, guard ships, airplanes, helicopters, and, after migrants’ arrival, digital fingerprints. We know that this information is archived. We know that also NATO means are deployed, not only the European Union ones. We ask the European Union to form a commission to make these knowledges available to us, with the participation of Italian and Tunisian government representatives. We ask that one family representative for each boat should participate in the commission and that a visa should be made available these family representatives can take part in the commissions’ meeting. We also ask for the participation of European, Italian, Tunisian experts of migration control policies in the commission, as well as experts we will name drawing from the pool of people who have helped us putting together our dossier. We want to know and we ask for: We ask that our demand be supported by all the women and men who have been helping us and those who want to do it now. Nous exigeons vos savoirs. Les premières dates sont celles des départs de nos enfants; la dernière, février 2013, est la date à laquelle nous écrivons cet appel. Nous sommes des mères et des familles tunisiennes qui, depuis des années désormais, demandent la vérité. Nous l’avons fait de plusieurs manières : par nos manifestations et sit-in, en nous adressant à nos gouvernements et nos institutions, en nous adressant à l’Italie, en exigeant des autorités des deux pays un échange des empreintes digitales. Mais jusqu’à maintenant, tout ce que nous avons obtenu, ce ne sont que des réponses vagues, des engagements formels et aucune clarté concernant l’échange des empreintes. Nos enfants sont partis vers l’Italie et l’Europe juste avant et après notre révolution, et ils l’ont fait par le seul moyen qui leur est laissé par les politiques européennes : en traversant la Méditerrané sur de petites embarcations, puisque que les politiques européennes ne prévoient pas que de la Tunisie il soit possible de prendre un avion ou un navire de ligne avec la même liberté qui est octroyée aux citoyens européens qui viennent dans notre pays. De beaucoup d’entre eux nous n’avons plus eu aucune nouvelle; d’autres sont morts pendant un des nombreux naufrages de la Méditerrané. Ce sont, donc, des enfants “disparus”, aussi bien ceux qui sont morts et dont on ne nous a pas restitué les corps, que ceux dont nous n’avons plus de nouvelles, bien que certaines mères et familles reconnaissent leurs images dans des reportages télévisés italiens et français. Nous sommes mères, pères, sœurs et frères. De la même manière que l’on peut l’être en Europe. Mais alors que des centaines de jeunes ont disparu, six parents seulement parmi nous ont réussi à obtenir un visa pour l’Italie pour essayer d’aller comprendre ce qui s’était passé. Pour les politiques européennes, donc, notre affection et notre douleur n’ont pas la même valeur que celles qui, dans un cas pareil, seraient reconnues aux parents de jeunes européens. Nous ne voulons pas qu’il en soit ainsi. C’est pourquoi nous demandons à l’Union européenne de faire une clarté totale sur ce qui est arrivé. Nous non plus, nous ne connaissons pas le nombre exact des « disparus », mais ils ont été nombreux, des centaines pour ce qui ne concerne que la Tunisie, sans compter les disparus et les morts qui, pendant toutes ces années, ont transformé un si petit bras de mer en cimetière marin. Pour notre douleur, mais surtout pour nos enfants « disparus », nous voulons que soit fait tout ce qui est possible pour répondre à nos questions. Pendant tous ces mois nous avons recueilli des informations et nous savons quand ils sont partis, de quels lieux, vers où, avec quels bateaux, le nombre de passagers de chaque embarcation, les numéros de téléphone desquels ils nous ont appelés pendant leur voyage, l’heure des appels, la compagnie téléphonique de leurs portables, nous avons les vidéos des journaux télévisés italiens et français sur lesquels certaines familles reconnaissent leur enfants, dans un cas l’article d’un journal italien qui informe de l’arrivée d’une des embarcations et nous pouvons indiquer les lieux où certains des naufrages avérés se sont produits. Voilà ce que nous savons. Mais nous savons aussi que ce bras de mer est continuellement observé par les innombrables moyens technologiques que l’Union européenne avec ses États membres et son agence Frontex déploie entre les deux rives de la Méditerranée pour le contrôle des migrations. Radars, satellites, vedettes, avions, hélicoptères et, après l’arrivée, les empreintes digitales. Nous savons que toutes ces informations sont archivées. Nous savons qu’aux moyens de l’Union Européenne s’ajoutent ceux de l’OTAN. Nous demandons donc à l’Union européenne la création d’une commission pour mettre à notre disposition ces savoirs, avec la participation des gouvernements italien et tunisien en tant qu’États impliqués. Nous demandons qu’à cette commission participe un représentant des familles pour chaque bateau, avec la délivrance d’un visa pour pouvoir participer aux réunions de la commission. De plus, nous demandons la participation des techniciens européens, italiens et tunisiens engagés dans les politiques de contrôle des migrations, de nos avocats tunisiens et italiens et, ponctuellement, concernant des points spécifiques, des techniciens et des experts que nous indiquerons et qui pourront nous aider dans le travail de recherche, et enfin des personnes qui nous ont aidés dans l’établissement de notre dossier. Nous voulons savoir et demandons: 1) La localisation des embarcations lors des appels reçus pendant le voyage et toutes les informations recueillies par les moyens technologiques de contrôle les jours concernés. Nous demandons à toutes les personnes qui nous ont soutenues et à toutes celles qui désirent le faire de s’engager à appuyer notre demande Les mères et les familles des enfants « disparus »

Ogni omicidio é un insulto alle vite di tutti. Piangiamo chi scompare e i loro congiunti ma lottiamo perchè questo massacro immane finisca e si ritorni da una vita alienata e basata solo sullo scambio di denaro virtuale a quella vera di carne e sangue dolori e gioie felicità e tristezze che ci accomunano tutti. Ricordiamoci che siamo vivi e che la morte in particolare dei nostri figli la vita ce la toglie e ce la nasconde. Combattiamo perché ognuno ricordi e aiuti i suoi fratelli e le sue sorelle di ogni età e popolo
Per poter dormire la notte dobbiamo combattere la disumanità con tutte le nostre anche piccole forze.
E’ un oltraggio immane al buon senso forse anche e oltre il comune senso di umanita’ che dopo due anni ancora si debba vedere un appello del genere. Quando sono stata in Tunisia nel dicembre 2011 gia mi era sembrato mostruoso che non ci fossero risposte convincenti, e ora dopo altri 15 mesi e’ un obbrobrio. La mia vicinanza e solidarietà. Capisco e condivido, come essere umano e anche come padre, il tormento dei genitori di questi giovani. E’ una vergogna il disinteresse dei governi, a cominciare da quello italiano.
